Denis Manturov, the minister of Industry and Trade of the Russian Federation, became the host of the broadcast “The right to justice” on Channel One on the 11th of February, 2020.
According to the Ministry of Industry and Trade of Russia, 98% of active pharmaceutical ingridients used in the production or pain killers are purchased abroad. Such a situation has arisen due to the prohibition which is in effect until 2019 on cultivating the drug-containing plants for the production and manufacture of narcotic drugs and psychotropic substances. According to the Federal Law dd. 03.07.2019 No.168-FL “On making changes to Federal Law “On narcotic drugs and psychotropic substances” in a part of improving the procedure for cultivation of drug-containing plants” in the territory of the Russian Federation currently the cultivation of drug-containing plants for the production of narcotic drugs and psychotropic substances used medicinally and (or) in veterinary medicine. According to the Head of the Ministry of Industry and Trade of Russia, the changes to the legislation adopted will allow for solving the problem of providing the joint production of the required narcotic pain killers. Denis Manturov also noted that there are capacities for that and facilities are available.
Speaking about the provision of necessary medicinal products for children with epilepsy, Denis Manturov, the minister of Industry and Trade of the Russian Federation, specified that the whole range and all the nomenclature required will be launched at the Moscow Endocrine Plant before the end of the year, affirming that definitely, there will be no failures with respect to the procurement.
On February, 13, 2020, the Government of the Russian Federation published the Decree on allotting to the Ministry of Industry and Trade of the Russian Federation the budgetary allocations in the amount of 22 mln. rubles in 2020 for provision of a subsidy from the federal budget in 2020 for compensation of expenditures born by the Federal State Unitary Enterprise Moscow Endocrine Plant for procurement, import and delivery of psychotropic medications not registered in the Russian Federation with INNs as “Clobazam”, “Diazepam”, “Midazolam” and “Phenobarbital” in the quantity of 11 674 packs.
As part of setting up own production of the imported medicinal products by the Ministry of Industry and Trade of the Russian Federation, along with the FSUE Moscow Endocrine Plant, medicinal drugs have been put into production, such as “Midazolam, solution for oromucosal (buccal) use in doses of 2,5 mg/ml, 5 mg/ml, 7,5 mg/ml, 10 mg/ml” and «Diazepam, solution for rectal administration 2,5 mg/1,25 ml, 5 mg/2,5 ml, 10 mg/2,5 ml, 20 mg/5 ml”.
Currently, the manufacturing process is fully developed, additional equipment has been installed for further furnishing the facility for production of pharmaceutical products in polymeric package. The Enterprise has carried out manufacturing clinical studies of the drugs.
The introduction of the specified medicinal drugs is scheduled for QIV of 2020.
