During the visit it was noted that the FSUE Moscow Endocrine Plant is a good example of the fact that the domestic pharmaceutical industry is able to produce the highest quality drugs and meet the needs for drugs for the Russian population: the plant “product portfolio” contains 81 drugs, 60 of which belong to the list of vital and essential drugs (Vital and Essential Drugs).
The products of the Enterprise are supplied to all constituent entities of the Russian Federation. In the group of centrally-acting analgesics, the plant is the undisputed leader at the Russian market of medical products. Its share is 81% in monetary terms and 72% in kind. The Enterprise is involved in the execution of the state task of increase of the production of domestic vital and essential drugs up to 90% by 2018.
“The 19 industrial import substitution plans developed by the Ministry of Industry and Trade include more than 2 000 projects and concern about 800 types of products to be substituted in the next four and a half years,” said the Minister of Industry and Trade of the Russian Federation D.V. Manturov. “In order to achieve these goals in the pharmaceutical industry, 6.5-7 billion roubles of both the budgetary and own funds will be invested in the development of production at all enterprises of the Moscow Endocrine Plant in the next few years.”
In order to implement the state policy of import substitution in the pharmaceutical industry, the plant implements its own program of development and introduction of new drugs into production. Some of them were taken into consideration in 19 import substitution plans approved by the government within the pharmaceutical industry.
The Enterprise successfully expands due to its own and borrowed funds. With the support of the Ministry of Industry and Trade of Russia, it was decided to build a large branch at the territory of the city Volzhsky in the Volgograd Region, the products of which will be focused on replacement of drug import. The project has investments in the amount of about 3 billion roubles.
The new enterprise plans to produce 14 active pharmaceutical ingredients for the further synthesis of 20 types of dosage forms, almost all of which are inn the list of vital and essential drugs. By 2018 the branch products will allow to ensure by three quarters (70%) the independence of the domestic pharmaceutical industry from similar foreign components. Moreover, the plant will be able to export part of the products.
In his turn the Moscow Mayor S.S. Sobyanin noted that the FSUE Moscow Endocrine Plant is one of the most important pharmaceutical industries in the city. "Two-thirds of pain management drugs in general in Russia are produced in Moscow, and this is one of the key enterprises in this direction," said the Moscow Mayor.
Today pharmaceutical companies in the capital meet a significant part of the needs of Russian citizens in high-quality and available drugs of the mass segment, including many vital and essential drugs.
In addition, the Moscow Government works together with the Ministry of Industry and Trade of Russia to formulate strategic directions in the field of import substitution of specific products and specific investment projects. "Today, 11 such directions have been worked out with the Ministry of Industry and Trade and 37 investment projects have been prepared for the total amount of approximately 40 billion roubles. Of course, some of them will be separated, will be formatted in a new way, but we are moving fast enough with provision of appropriate technology platforms, territories, communications, tax support for these enterprises,” said S.S. Sobyanin.
Together with the Minister of Industry and Trade of the Russian Federation D. V. Manturov and the Mayor of Moscow S. S. Sobyanin, the FSUE Moscow Endocrine Plant Federal was visited by the First Deputy Minister of Health of the Russian Federation I.N. Kagramanyan, the Deputy Minister of Industry and Trade of the Russian Federation S.A. Tsyb, the Deputy Mayor of Moscow in the Government of Moscow on issues of economic policy and property and land relations N.A. Sergunina, the head of the Department of Science, Industrial Policy and Entrepreneurship of Moscow O.E. Bocharov, the prefect of the South-Eastern Administrative District of Moscow V.B. Zotov.
