On March 14-22, 2019 the 62nd session of the United Nations Commission on Narcotic Drugs (UNCND) was held in Vienna (Austria). The Federal State Unitary Enterprise Moscow Endocrine Plant took an active part in the work of the session as part of an expanded delegation of the Russian Federation, which included representatives of the Ministry of Industry and Trade of Russia, the Ministry of Health of Russia, the Ministry of Internal Affairs of Russia and other domestic executive agencies.
The Enterprise experts participated in plenary meetings and held a series of side-event meetings with representatives of the International Narcotics Control Board (INCD) and foreign representatives.
At the exposition organized as part of the session, the Company Enterprise the theme "Measures to ensure the availability of narcotic drugs and psychotropic substances for medical purposes and to prevent their leakage into illicit trafficking in the Russian Federation". Visitors of the exhibition showed great interest in the Enterprise and noted the positive dynamics in expanding of the spectrum and increasing of the availability of narcotic drugs and psychotropic substances for medical use, including for pain control, in the Russian Federation.
During the session, the First Deputy Minister of Industry and Trade of the Russian Federation Sergey Tsyb andthe Director General of the Enterprise Mikhail Fonarev held a working meeting with the Chairman (President) of INCB Viroi Sumyay, the Ambassador Extraordinary and Plenipotentiary, the Permanent Representative of the Russian Federation at International Organizations in Vienna, Mikhail Ulyanov and the Trade Representative of the Russian Federation in Austria Alexander Potemkin. The number of issues relating to the provision with anaesthetics of those who need them the Russian Federation, the legal trafficking of narcotic drugs and their leakage into illicit trafficking, as well as agreements on the transfer of experience to countries in Central Asia and the Caucasus were discussed during the meeting. Following the meeting, a preliminary agreement was made on the possibility of establishment of a non-profit organization of experts in the Russian Federation and its subsequent registration in the UN, on a wide range of issues, including the legal circulation of drugs containing narcotic and psychotropic substances.
As a result, the International Narcotics Control Board (INCD) highly appreciated the activities of the Enterprise and the executive agencies of the Russian Federation in provision of pain control. During the session the Enterprise received information on world trends and practices in the fight against drug use, as well as on the use of narcotic and psychotropic substances for medical purposes and control over their circulation.
