FSUE Moscow Endocrine Plant along with the commercial activities, implements a range of socially crucial projects, one of which is the demonstration of the historical retrospective of the issues related to legal distribution of narcotic drugs and psychotropic substances. On August, 31, 2020, a hundred years ago Eduard Armenakovich Babayan was born, a famous soviet and Russian scientist, professor, doctor of medical sciences, honoured doctor of the Russian Federation, one of the main experts in narcology in Russia, who made the invaluable contribution to the development of the system for control and classification of narcotic drugs and psychotropic substances in the USSR, the Russian Federation and at the global level.
Therefore, the Enterprise announces the opening of a series of publications about his life journey and the role in the establishment of domestic and international system of legal distribution of narcotic drugs and psychotropic substances. Eduard Armenakovich Babayan (August, 31, 1920 - May, 11 - 2009) is the irreplaceable manager of the Standing Committee for Drugs Control at the Ministry of Healthcare of the Russian Federation (hereinafter as SCDC), vice-president and a member of the UN International Commission on Narcotic Drugs (hereinafter as UN ICND), the author of more than 300 scientific works that are translated to many world's languages, the author and co-author of republished study guides for medical institutes and colleges, and monographs. E.A. Babayan is acknowledged as the recipient of the prize by K. I. Skryabin for the contribution to biology and medical science development, the recipient of the prize by N.A. Semashko for the best publication on issues relating to healthcare, awarded with dozens of international prises for the contribution in the medical science development. E.A. Babayan’s contribution in the development of global counter-drugs partnership was highly appreciated. During the Great Patriotic War, Eduard Armenakovich Babayan fought at 15th assault engineer brigade holding the Order of the Red Banner of the Vinnitskiy Order of Bohdan Khmelnitskiy. He ended the war as the lieutenant colonel of the Medical Service, was awarded with 6 orders and a medal “For service in battle”.
An archive, collected by E.A. Babayan is at disposal of FSUE Moscow Endocrine Plant, consists of critical records of the history of creation and solutions of UN ICND and SCDC since the middle of the past century - the Archive of the Standing Committee for Drugs Control in the USSR and the Russian Federation (hereinafter as the Archive). The Enterprise has digitalized all the documents and the work on studying the materials contained in it is under way. Over 420 volumes of unique archive documents contain materials of all sessions of the UN Commission on Narcotic Drugs (hereinafter as the CND) since the year of 1945, special CND sessions since 1969, UN ICND reports since 1950 including statistical data on the global need in narcotic drugs and psychotropic substances for medical use, corpus of regulatory legal acts on distribution of narcotic drugs at the countries of Africa, America, Asia and Europe, extracts from the world press on the issues of narcotic drugs distribution. In addition to the historical part of the Archive, specialists of FSUE "Moscow Endocrine Plant” in co-operation with UN ICND have carried out the work on the accumulation of the updated public documents of UN ICND and CND on the ongoing basis. The Enterprise affords access to the Archive materials for scientific purposes to the interested government authority bodies, educational, scientific and non-profit organizations.
