A meeting of the Profile Commission on Palliative Medical Care (hereinafter referred to as the Meeting) was held on December 10, 2020 in the video-conference mode on the basis of the Federal Scientific and Practical Center for Palliative Medical Care of the First Moscow State Medical University named after I.M.Sechenov of the Ministry of Health of Russia. The meeting summed up the results of work to increase the availability of palliative care in each entity of the country for 2020.
The Meeting was attended by 203 specialists, including representatives of the executive authorities in the field of health protection from 74 constituent entities of the Russian Federation, chief freelance specialists in palliative care for adults and children, members of the profile commission of the Ministry of Health of Russia on palliative care and representatives of hospices.
The Enterprise was represented by L. V. Shershakova, Advisor to the General Director of the Federal State Unitary Enterprise “Moscow Endocrine Plant”. Federal State Unitary Enterprise "Moscow Endocrine Plant", or ENDOPHARM, subordinate to the Ministry of Industry and Trade of Russia, acts as a co-contractor of the Action Plan ("road map") dated July 28, 2020 No. 6551p-P12 "Improving the quality and availability of palliative care" until 2024, in terms of development, production and state registration of narcotic medicinal products, calculating the need for medicinal products containing narcotic drugs or psychotropic substances intended for medical use in accordance with regulatory legal acts, analyzing the completeness of the sampling of narcotic and psychotropic medicinal products by the constituent entities of the Russian Federation and providing practical assistance to the constituent entities of the Russian Federation in determining the need for narcotic drugs.
The participants of the meeting got acquainted with the nomenclature of new non-invasive dosage forms of drugs to provide care to palliative patients, introduced into production by the Enterprise in 2020, as well as those planned to be introduced until 2022.
In 20202 in order to increase the availability of palliative care in the Russian Federation, FSUE "Moscow Endocrine Plant", together with the Professional Association for Hospice Care and the Federal Scientific and Practical Center for Palliative Medical Care of the First Moscow State Medical University named after I.M. Sechenov of the Ministry of Health of Russia (Sechenov University) developed and sent to the regions of Russia printed information materials for medical specialists and palliative patients. The distribution of the specified materials is carried out on a non-commercial basis at the request of the main freelance specialists in palliative medical care.
Snapouts for the initial assessment and monitoring of pain will allow doctors to organize monitoring of the patient's condition and reduce the time that is usually spent on filling in medical records. The “Pain Assessment Diary” snapout is intended for keeping by patients and their families to assess the level of pain experienced by the patient and the effectiveness of pain relief activities. The brochure "Medicines for the provision of palliative care" in a convenient form provides information on the current nomenclature of medicinal products manufactured by the Enterprise and used for pain relief of palliative patients, as well as administered as adjuvants and symptomatic therapy drugs. The brochure also contains examples of filled-in prescription forms for each medicinal product, information on LOC for 1 prescription and a QR code with a link to the current instructions for medical use.
Comprehensive measures taken by the Administration of the President of the Russian Federation, the Government of the Russian Federation, heads of federal executive authorities: The Ministry of Health of the Russian Federation, the Ministry of Industry and Trade of the Russian Federation, Roszdravnadzor, the Professional Association for Hospice Care, socially-oriented non-commercial enterprises, and the Enterprise made it possible to achieve an 8-fold increase in the calculated level of pain relief in the Russian Federation as a whole in 2020 in comparison with 2014.
