On July 5, 2018, as part of the IV St. Petersburg International Oncology Forum, a regular meeting of the profile commission of the Ministry of Health of the Russian Federation on palliative care was held.
At the meeting, the main external experts in palliative care of the Ministry of Health of Russia and the constituent entities of the Russian Federation considered the most topical issues:
1. Implementation of the points of the action plan (“road map”) “Improvement of the availability of narcotic drugs and psychotropic substances for medical use”, approved by the order of the Government of the Russian Federation from July 1, 2016 No. 1403-p.
2. Implementation of the order of the Government of the Russian Federation from March 15, 2018 No. 427-r "On approval of the distribution of other inter-budget transfers provided in 2018 to the budgets of the constituent entities of the Russian Federation at the expense of budget allocations of the reserve fund of the Government of the Russian Federation for the development of palliative care".
3. Issues of interagency cooperation in the provision of palliative care.
4. Features of a special assessment of working conditions at the workplaces of employees providing palliative care.
An active participant in the work of the forum was the Advisor to the Director General of the FSUE Moscow Endocrine Plant, a member of the profile commission of the Russian Ministry of Health for palliative care L.V. Shershakova, who based on monitoring of the market of distribution of narcotic analgesics by constituent entities of the Russian Federation, the level of provision of adult patients with this group of drugs in 2017 and forecasts for 2018, organized the proper interaction between manufacturers, authorized organizations and representatives of the Ministry of Health of Russia on ensuring of pain control for adult patients while providing them with palliative care.
