On December 2-4, 2019, the International Commission on Narcotic Drugs (hereinafter as INCB) carried out regional training and learning workshop in Russia on the issue of realization of the three UNO conventions on drug control as part of “UN ICND-Study” program for 38 employees of the competent national authorities on drug control from Armenia, Azerbaijan, Kazakhstan, Kyrgyzstan, the Russian Federation, Tajikistan, Turkmenistan and Uzbekistan.
Training participants got acquainted with the international system for drug control and were given the guidance on application of the available INCB online-tools in practice such as the International System of Narcotic Drugs and Psychotropic Substances Import and Export (I2ES) Permit, online System of Preliminary Export Notification (PENOnline system), PICS system and ION project.
On December 4, 2019, according to the Program of a stay in the Russian Federation agreed with the Ministry of Foreign Affairs of Russia, “UN ICND-Study” program participants visited FSUE Moscow Endocrine Plant.
Member state delegation members and UN ICND representatives got acquainted with the line of controllable medicinal products produced by the Enterprise in the territory of the Russian Federation, with the production standards and control measures applied for prevention of drain of narcotic drugs and psychotropic substances from legal turnover objects to illicit traffic.
On December 5, the Enterprise’s employees took part in a workshop organised by the Ministry of Foreign Affairs of Russia on the issue of provision of the availability of narcotic drugs and psychotropic substances for medical and scientific purposes. As part of the event, the Counsellor of the Director General of FSUE Moscow Endocrine Plant, Lyudmila Shershakova, presented a report on legislative initiatives oriented to promoting the availability of narcotic drugs and psychotropic substances for medical use in the Russian Federation, as well as about the dynamics of introduction of new medicinal products by the Enterprise necessary for pain management, including for use in children.
