How to improve the availability of anesthesia within the framework of medical care in the Russian Federation was the main issue at the meeting of the Health Commission of the General Council of the UNITED RUSSIA Party. The meeting participants discussed the following topical issues in the context of the organization of anesthesia in healthcare:
- opportunities of and limitations on treatment of chronic pain syndrome;
- effective and safe use of anaesthetics;
- anesthesia of palliative patients;
- issues on anesthesia in surgery, obstetric practice;
- what is a ratio between the need in medicinal products containing narcotic drugs and psychotropic substances declared by the constituent entities of the Russian Federation and the real consumption of them;
- organization of production of new drugs containing ND and PS, in accordance with the need;
- training in palliative care of medical workers, including the management (control) of chronic pain syndrome in order to form and improve the practical skills of high-quality anesthesia.
The event was attended by Evgeny Kamkin, Deputy Minister of Health of the Russian Federation; Diana Nevzorova, Director of the Federal Scientific and Preventive Center for Palliative Care, FSAEI HE Sechenov First Moscow State Medical University, chief freelance specialist of the Russian Ministry of Health for palliative care; Pavel Genov, President of the Interventional Pain Relief Association; Anna Federmesser, Director of SBHI of the Department of Health of the city of Moscow “Palliative Care Center”; Alexey Shabunin, chief physician of the SBHI SCH named after S.P. Botkin; Yuri Zhulev, President of the All-Russian Charitable Public Organization of the Disabled “All-Russian Society of Hemophilia”, co-chairman of the All-Russian Union of Patients, and others.
The meeting was moderated by Denis Protsenko, Chairman of the Commission, Director of SBHI City Clinical Hospital No. 40.
Mikhail Fonarev, General Director of FSUE “Endopharm”, presented a report on the organization of production and the dynamics of expanding the range of domestic anaesthetics in the Russian Federation at the meeting.
Due to the social significance, the issue of the availability of anaestesic therapy for patients in need is under special control of the Government of the Russian Federation, executive authorities and public organizations.
In 2020, the “Action Plan (“Roadmap”) “Improving the quality and availability of palliative care until 2024” aimed at improving the quality of life of patients in need of palliative care, increasing patient satisfaction with the availability of medications, including those containing narcotic and psychotropic drugs, was approved.
In 2021, compared to 2014, an 11-fold increase in the availability of opioids for the treatment of chronic pain, an 8-fold increase in the number of patients who received adequate anaestesia was achieved thanks to comprehensive measures taken by the Administration of the President of the Russian Federation, the Government of the Russian Federation, leaders of the federal executive bodies: the Ministry of Health of Russia, the Ministry of Industry and Trade of Russia, Roszdravnadzor, the Association of Professional Participants in Hospice Care, SO NPO, and the Enterprise.
FSUE “Endopharm”, being the Road Map co-executor, annually expands nomenclature of domestic narcotic and psychotropic drugs. In 2014, the Enterprise produced 16 narcotic and psychotropic drugs in 3 dosage forms, already 28 titles of them in 10 dosage forms are produced to date, and by 2024 it is planned to expand the range of such drugs to 36 titles and produce them in 12 dosage forms.
It should be noted that in 2018, a share of domestic narcotic drugs was less than 40% of the market. At the end of 2021, narcotic anaesthetics produced by FSUE “Endopharm” hit more than 90% of the market of our country.
Narcotic drugs registered in the Russian Federation already today make it possible to deliver anaestesia to patients in need in accordance with the recommendations of the Russian Ministry of Health.
Currently, FSUE Endopharm, together with the Ministry of Industry and Trade of Russia, is implementing a large-scale investment project to fully localize the production of active pharmaceutical ingredients for the manufacture of narcotic drugs in Russia in order to ensure technological sovereignty in this area.
