In early November, the VII International Annual Conference “Development of palliative care for adults and children” was held.
The Conference is organized by the Association of Professional Participants in Hospice and Palliative Care. The event was held online with the support of the Russian Ministry of Health and the Presidential Grants Fund. The conference was co-organized by Sechenov University, World Hospice an Palliative Care Alliance (WHPCA) and the American Eurasian Cancer Alliance (AECA).
The conference brought together more than 2,500 specialists — doctors, nurses, representatives of non-profit organizations, healthcare organizers and experts from Russia and 12 foreign countries engaged in providing, improving the quality and accessibility of medical care for adults and children with severe progressive and life-limiting diseases.
The Federal State Unitary Enterprise “Moscow Endocrine Plant” subordinated to the Ministry of Industry and Trade of Russia, which has traditionally become a partner of the Conference, presented to the participants of the event a report “Modern dosage forms of domestic benzodiazepines for use in children” within the framework of the symposium “Palliative care for children with neurological pathology”. A study on the tolerability and safety of Endopharm medicines for the treatment of epilepsy in children “Sibazon, rectal solution” (six months and older) and “Midazolam, buccal solution” (three months and older) and their use in inpatient and outpatient settings was prepared by leading experts of the SFHI “V.F. Voyno-Yasenetsky Scientific and Practical Centre of Specialized Medical Care for Children of the Department of Health of the city of Moscow.”
An important factor determining the positive shifts in the development of the palliative care system in Russia is the increased availability of essential medicines, including those containing controlled drugs and substances.
“Endopharm” provides the estimated need of all medical and pharmacy organizations of the Russian Federation in the dosage forms of narcotic and psychotropic drugs used in the provision of palliative and other types of medical care.
Federal State Unitary Enterprise “Moscow Endocrine Plant” is the executor of the action plan (“roadmap”) “Improving the availability of narcotic and psychotropic drugs for medical use”, approved by the Order of the Government of the Russian Federation dated July 01, 2016 No. 1403-p and the action plan (“Roadmap”) “Improvement of the quality and accessibility of palliative care” by 2024, approved by T.A. Golikova, the Deputy Prime Minister of the Russian Federation, Dated July 28, 2020 No. 6551p-P12.
To implement the Roadmap Endopharm takes measures to expand the range of narcotic drugs and psychotropic substances, develop, organize production and state registration of modern and effective domestic medicines for the treatment of pain at all stages of medical care, improve the legal regulation of circulation of narcotic and psychotropic drugs, as well as optimize calculations of the need for narcotic drugs and psychotropic substances.
Comprehensive measures taken by the Administration of the President of the Russian Federation, the Government of the Russian Federation, heads of federal executive bodies: The Ministry of Health of Russia, the Ministry of Industry and Trade of Russia, Federal Service for Surveillance in Healthcare, the Association of Professional Participants in Hospice Care, socially oriented non-profit organizations and Endopharm have made it possible to achieve an 8-fold increase in the estimated level of pain relief in the Russian Federation in 2020 versus 2014.
Since 2014, Endopharm has registered and introduced into production 12 new drugs used in the provision of palliative care, according to 9 international non-proprietary names (INN) in 10 dosage forms: Tramadol capsules, Bupraxone sublingual tablets, Clonazepam tablets, Midazolam injection solution, Morphine short-acting tablets, Morphine extended-release tablets, Morphine oral solution, Fentanyl transdermal patch , Zolpidem tablets, Lorazepam tablets, Diazepam rectal solution, Midazolam buccal solution. According to the program for the introduction of new drugs “Endopharm” is planning to register at least 10 new drugs used in the provision of palliative care for 10 INNs in 7 dosage forms by 2025.
