As part of the execution of the Order in accordance with paragraph 1.7 of the minutes of the meeting of the State Anti-Drug Committee dated September 22, 2020 No. 46 FSUE Moscow Endocrine Plant (Endopharm), subordinated to the Ministry of Industry and Trade of the Russian Federation, in the Pochep branch located in the Bryansk region, a specialized production site was put into operation, designed to destroy narcotic drugs, psychotropic substances and their precursors withdrawn from illegal circulation or confiscated.
The production site is equipped with an industrial incinerator for the destruction of any forms of narcotic drugs, psychotropic substances and their precursors, withdrawn from illegal circulation or confiscated, with a capacity of up to 50 kg of solid and up to 20 kg of liquid dosage forms per hour, as well as a room for the placement of an interdepartmental commission and technical means for ensuring destruction process control.
The technology, which involves incineration (at 800 degrees) followed by afterburning (at 1200 degrees) and chemical treatment of the ash residue, makes it possible to completely destroy narcotic drugs, psychotropic substances and their precursors. The neutralized bottom ash is further transferred for disposal at a special landfill. The active filtration system eliminates the possibility of pollutants being released into the atmospheric air.
The storage conditions for narcotic drugs, psychotropic substances and their precursors to be destroyed in the Pochep branch fully comply with the requirements established by the Federal Service of the National Guard of the Russian Federation jointly with the Ministry of Internal Affairs of the Russian Federation for the technical strengthening of the premises and equipping with engineering and technical means of protection. The destruction is carried out in the manner prescribed by the legislation of the Russian Federation, in the presence of a commission.
On September 21, 2021, the Pochep branch began destroying a consignment of cocaine seized from illegal circulation during an interdepartmental operation, the total weight of which is about a ton.
First Deputy Minister of Industry and Trade of the Russian Federation Vasily Osmakov, Governor of the Bryansk Region Alexander Bogomaz, Deputy Head of the Main Directorate for Drug Control of the Ministry of Internal Affairs of the Russian Federation Sergey Sotnikov, Deputy Head of General Board of State Expert Review of Russia Svetlana Balashova, Head of the Russian Ministry of Internal Affairs for the Bryansk Region Vladislav Tolkunov and Head of the Department of the Federal Service of the National Guard of the Russian Federation for the Bryansk Region Ivan Vanchugov were got acquainted with the procedure of the destruction.
All participants noted the high level of competence of Endopharm in the field of storage and destruction of narcotic drugs, psychotropic substances and their precursors, including those seized from illegal circulation or confiscated, at the specialized production site of the Pochep branch that was put into operation.
During this visit, Vasily Osmakov, First Deputy Minister of Industry and Trade of the Russian Federation, also got acquainted with the production of full-cycle medical masks, organized at the Pochep branch in 2020 as part of measures to counter the spread of coronavirus infection in the Russian Federation.
At the working meeting that took place at the end of the visit, the participants discussed the implementation of investment projects in the Pochep branch and the development of infrastructure in the Pochep district, as well as measures to prevent the leakage of controlled substances into illegal circulation during their storage and destruction, the cultivation of narcotic plants, intended for the production of active pharmaceutical ingredients.
FSUE Moscow Endocrine Plant, together with the Ministry of Industry and Trade of Russia, is implementing six investment projects in the Pochep branch in order to organize a full cycle of industrial production of more than 45 active pharmaceutical ingredients from raw materials of plant and animal origin and obtained by chemical synthesis. The estimated production capacity will be more than 25 tons of substances per year. The implementation of the project will create about 1,500 high-tech jobs.
Vasily Osmakov, First Deputy Minister of Industry and Trade of the Russian Federation, noted that the prospects for the enterprise were enormous:
“We consider the Moscow Endocrine Plant and its branches as reference points in a number of federal programs. It is the largest mask manufacturer. Endopharm is our import substitution program in the production of substances. The program involves the allocation of 6.5 billion rubles until 2024, of which 1.7 billion rubles is the company's own funds. These are 45 substances, the substances that are not produced in Russia at all, and it is planned to achieve full import independence for these substances.”
The Governor of the Bryansk region Alexander Bogomaz emphasized:
“Jobs, production development and budget revenues are important for the region. For 8 months of this year, the company paid more than 120 million rubles of taxes. The company employs 500 people, and it is planned to increase the staff to 2000 people in the future for the next two years. Now it is a plant for the production of masks, then there will be a new innovative production. This will not only provide jobs and revenues to the budget, but also solve the problem of import substitution and national security of the country in terms of medicines. It will be a modern innovative production of the 21st century.”
